The tangible services provided by the Westchester Town Center BID are important to commercial property and business owners. These services help generate increased customer traffic, which means new business for Westchester. In the process, the community enjoys an enhanced quality of life, one that allows families to achieve their dreams.


Ambassador Service

On a pilot project basis the Westchester Town Center (WTC) area has been toured by a bicycle riding Ambassador looking to assist patrons and employees in any way the enhances their comfort as they do their business. The Ambassador also serves as the “eyes and ears” for LAPD and has been able to summon their assistance as needed. “The Westchester Town Center has never been better as a result of the BID’s Ambassador patrol,” according to LAPD Sr. Lead Officer Ruben Garcia.


Street Sweeping

WTC’s 2.3 miles of streets are swept on a weekly basis, typically between 3:00 AM and 6:00 AM on Mondays, to present a sanitary and clean appearance. A recent survey of 250 WTC patrons found that 82% found the area to be “clean” and 54% “very clean.”

Sidewalk Pressure Washing

The WTC district has about 123,370 sq. ft. of sidewalk that is regularly pressure washed to create a comfortable business environment. Washing is typically scheduled between Midnight and 8:00 AM on Tuesdays. Sepulveda Boulevard frontage, which is more heavily trafficked, is cleaned at least monthly, while other street frontage is cleaned at least quarterly.

Trash Removal

All 24 decorative trash receptacles located on sidewalks throughout the WTC are emptied and wiped down on a weekly basis, usually on Tuesdays between 4:00 AM and 9:00 AM; and on Fridays between 8:00 AM and Noon. On an annual basis, the BID disposes of 1.34 cubic yards of refuse that once littered the streets. In addition, every Friday morning the BID porter service “buffs-up the details” by providing the fine tuning the makes a place feel like home.

Graffiti Removal

The WTC BID contracts for immediate removal of any graffiti that appears in the commercial area.

Advertising / promotional stickers that appear on poles and other surfaces are also eradicated.

WTC BID’s contracted landscaping service provides for the area’s beautification from landscaped medians and parkway street trees that grace the area. Landscaping is scheduled on a weekly basis, usually on Friday mornings between 8:00 AM and Noon. The BID also supports all irrigation costs and, with respect to un-irrigated street trees hand watering as needed to keep Westchester “green and attractive.”

Street Tree Trimming

The WTC features YY broadleaf street trees and XX palm trees. On-going trimming of these trees is provided as needed by the WTC BID

Street Tree Planting

As trees are damaged by traffic accidents or natural causes the BID replaces them. In addition, there is a program to expand the portion of the community that benefits from street trees; the BID coordinated a program of planting 96 trees in the Triangle area with minimal cost as result of donated materials and labor.
